IRES Develops Model Training Plan

IRES aggregated ideas generated at the “If You Were the Czar of Market Conduct What Would It Look Like?” workshop that was held at the 2012 Career Development Seminar (CDS) in Hollywood, Florida. The intent of the workshop was to openly discuss the issues and concerns pertaining to the market conduct functions and provide recommendations to the NAIC’s Regulation and Consumer Affairs (D) Committee from those individuals performing these functions on both sides of the equation. The session participants consisted of states’ Market Conduct examiners, independent contractors, insurance companies’ regulatory compliance personnel and NAIC staff, as well as Commissioner Scott Kipper from Nevada. IRES incorporated suggestions from the workshop and included them in a letter to Commissioner Sharon Clark (KY) Chair of the NAIC Market Regulation and Consumer Affairs (D)Committee. Additionally, IRES offered and has developed a Model Training Plan for Market Regulation Personnel. The Model Training Plan is a suggested training program for new and existing market conduct examiners and analysts, contract examiners, and insurance compliance professionals and is intended to be complementary to and provide a path for achievement of Standards 1 and 2 of the Resources Competency, Staff and Training Subsection, found in the 2012 NAIC Market Regulation Handbook, Appendix D: Core Competencies.
